What is corruption? How can we approach? This course contributes to strengthening knowledge about how corruption and informal institutions in South America and Eastern Europe are embedded from an Area Studies perspective. The focus of this seminar will be how informal institutions affect the anticorruption agencies and their policies against corruption cases. First, we will explore categories and concepts of Corruption Studies, from the main approaches from Political Science, Sociology and Economical disciplines, such as rent seeking behavior, rational choice, embezzlement, bribery, etc. as an introductory panoramic framework. The main concepts will be discussed and analyzed, such as the difference between grand and petty corruption, legal corruption, and the difference between transnational corruption and national cases, Indices and other methodological approaches. Second, we will discuss empirical cases, such as some transnational political scandals from South America, especially Odebrecht, and Lava Jato in Brazil, as well as illicit financing of political parties, as well as the german Volkswagen-case and other political scandals in Germany. We will contrast the scandals with anticorruption systems such as in Chile and Uruguay, or the European Union. In this sense students should present a case using the theoretical framework presented in this seminar. |
