Abstract

The author aims to show the difficulty of reconciling measures to protect the global climate with the protection of the local environment, using the establishment of Offshore Wind Farms in the Black Sea as an example. Weaving together three strands of spatial protection (Marine Spatial Planning, Environmental Impact Assessment and Marine Protected Areas) is suggested to achieve the most optimal placement and design of the wind farms. As main obstacles in the region have been identified a lack of resources, of political will and of knowledge on the interaction of ecosystem components.
